Maximum Stock Sizes indicates how many different stock sizes can be specified. It doesn't mean the number of stocks. You can specify as many stocks as you wish with the same size.
For example, for Hobbyist license you can specify 70 sheets of one size and 50 sheets of another size. Same rule applies for the Maximum Part Sizes.
